Emmett Macfarlane is a political scientist at the University of Waterloo who specializes in constitutional law and politics, governance, and public policy. His latest authored book is Legislating under the Charter: Parliament, Executive Power, and Rights (University of Toronto Press, 2023) (with Janet Hiebert and Anna Drake). He is also the editor of Dilemmas of Free Expression (University of Toronto Press, 2022), among several other books.
